In January I got a letter from the council about a court order made in October 2010 regarding council tax arrears. A period of four years and four months has elapsed between the date of the court order and the correspondence. Is the 2010 court order still valid?

Yes. The council can attempt to recover the money you owe them at any time, subject to the court’s approval. I suggest you contact the council and discuss arrangements for payment.
